Crank, not starting

Crank, not starting
I have a 99 XJR and I am delighted but dejected at the same time, the car suddenly cut off and I haven't been able to restart it. Water got into the gas tank, I drained the water out, still no start, there is gas coming to the injectors rail but the pressure is low and doesn't seem to be entering the chamber because the plugs are not wet from gas, the relays in the trunks are functioning. All the engine does is crank but doesn't turn over. The car has 79,000 miles and I'm excited to put this cat on the road, any assistance would be helpful.

You could have cylinder wash. There is a lot in the forum on this. While you have the plugs out, squirt some oil own each hole - maybe an ounce or two, then give it a shot at starting. This should give you compression if that is the problem. If that's not it, then you might want to check the fuel pressure at the fuel rail. That's a start anyway.
