Anything you cut out can be replaced of course but if you are looking for a shortcut to replacing the fuel pump, don't. You'll have little room to work beneath the rear glass, likely have fuel spilled inside the car and will in the end have a cobbled up rear deck.
It's a bitch job but I don't see cutting a hole in the rear deck as a better solution.
I've done the job correctly, it's a PITA but not the worst job I've ever done.
Is the rear deck a structural member? I'm not qualified to say but it does isolate the fuel tank from the passenger compartment.

I don't think it's structurally critical as there's a socking great hole already cut in it from the factory for the subwoofer on Premium audio systems-on the Standard audio systems the big hole is simply covered by a thick piece of mat glued in place over it, which is hardly strong from a structural point of view...
