Damper Pulley Install Help

I'm trying to install my damper pulley after changing all the timing chain components, but I cannot install the bolt.
I am using the locking tool, but the bolt is so tight that it is turning the crank itself while I am holding the damper. Should the bolt be this tight going back in?

The crank bolt hole needs to be CLEAN and the threads in good condition.
I have had the make a 're-threading tap' out of the old bolt and install a new one a few times in the past.
I use a cut-off wheel and grind 3 or 4 straight cuts perpendicular to the threads (along the bolt axis) and screw it into the hole a little way and remove, spray some solvent, spray some penetrating oil, retap etc.
There might be some old thread lock compound or some 'galled' material left in the hole and it needs to be removed.
Or the bolt threads could be distorted/damaged???????
Using the crank lock tool and applying too much torque is a good way to destroy the timing segment in the torque converter drive plate so be careful.
