Did I screw Up or ?

I just replaced the tensioners, and chains on my 1999 VDP
I only have 20-30lbs compression now. I did get the tools and the parts from CHRISTOPHER'S FOREIGN CAR PARTS on eBay.
I locked the cams
R&R everything.
Before I tore it down, we spun it by hand and felt no interferance, IE bent valves. The passenger set of cams were a tooth off. Once I locked the driver side and the corrected the passenger side, I locked them down also.
It had started running rough and we shut if off. Had it towed home. Waited 9 months to get back to fixing the car.
I am going to put oil into the cylinders and see it that works.
Any other ideas?

The oil is a good idea. If you had a bore wash from shutting it off cold, nine months of sitting will not cure it. Of course dsnyder has a valid question. If there was low compression on a couple of cylinders where the chain skipped that could mean bent valves, but skipping one tooth should not do that.
