Default Does car need to be running to read OBD codes?

I bought myself a little Vgate Bluetooth reader, and downloaded the Torque app. The scanner paired with my phone, and I *think* Torque found it, although it kept displaying messages up top about protocol scanning or something.

Anyway, I know I have codes to read as I've had the CEL and Restricted Performance lights come up (the latter intermittently.) But when I choose to display codes, it says nothing is found, no matter which log I choose. However, I thought I saw an error message flash quickly about "unable to communicate with ECU, is the ignition on?" Does this need to be the case? I need to start the car?

The engine does not have to be running but the ignition switch must be in the 'run' position.

The cheap eBay OBDII/Bluetooth converters have a very high failure rate. I have 1 that works and 3 that do not.

Thanks for the confirmation - that worked. I thought I'd read the OBD port was powered full-time (and it does appear to be) and hence the codes could be read at any time.

The reader worked and I have the Lean Bank codes (0171 0174) and I've read enough on this forum to know where to at least begin!
