Engine No. X308.What's with the 22222222's?

Had just been reading some posts on locating engine numbers on the AJ engines.
To register my car the engine had to be physically inspected by the "all knowing" authority. VicRoads here.
After ignoring my suggestion to look where the engine number is (thermostat area) and going by their "book" of where it is,some hours later with 2 guys with mirrors,cameras and torches they agreed to look where I suggested.
OK we have the 9907XXXXXX usual code.
But always been ignorant to the row of two's IE. 22222222222 directly below the engine number.
My registered car now has the official Eng No. of 9907XXXXXX2222222222 ?
They would not listen to me that was NOT part of the number and said ALL numbers needed to be recorded. So any-one have a clue to what they are? Part of the stamping process I assume.

I have emailed you r/e other,hope it arrives. So the row of numbers could be a different number apart from a "2" but would still be eight of the same numbers.Reason I ask is I thought one of the engine numbers I saw on here appeared to have another number in the row that was different to the rest,that make sense?

The engine number have only 10 digits and contains a build date. That information could be found in JTIS and/or TopiX. Also, i belive that any dealer can give you a certificate about an engine nr (at least Russian dealers could).

If they are that pedantic, the number could give you some difficulties in the future so here's the explanation for the Cylinder & Crankshaft grading stamped on the block:
