Engine won't start with a spare key

Hello All,
Recently I lost keys to my 98 Jag XJ8. The previous owner gave me a spare key which I never tested. With the 2nd key, I am able to open the doors. When I put it in the ignition, the steering wheel comes down, indicator lights turn on .... ,but the engine won't start.
The previous owner said that the key worked for him. (But he is not sure). He got a pair of keys from different sources when he lost his keys.
Do I need to do anything to get the key working (as far as security is concerned)? Or do I need to tow the car to dealer to get the key programmed?
Any help is appreciated.

Don't know if this helps you, but, here goes;
I locked my only key and remote in the trunk on thanksgiving. I had new two new keys cut by VIN at my local Jag dealer. They would not start the car, but, my plan was to open the trunk and then program the keys. The keys cost me $80 US each.
I work at an independent shop and with my Autologic scan tool, I programmed the keys succesfully. It took about 5 minutes. My point is that an independent shop can do the job as well. Maybe someone can give you a local refferal for your car. Shop around and maybe you can get it done faster and at a lower cost than the dealer.
I gave my wife a key and I have one at home in case of another brain fart.
I remember that when you program the new keys, you need to have all keys present. You program all old and new keys during the sequence. All keys not present are disabled. The previous owner of your car may have bought the replacement keys you mentioned and not programmed the key he gave you because he didn't have it at the time. Make sense?
