Fuel Pump failure?

Fuel Pump failure?
Hi,
Before i go all in, i would like a sanity check on our 99 XJ8.
Car would not run one day, it would start and idle very rough and die when the gas pedal was pushed, and was towed home.
There is no pressure on the fuel rail.
I swapped fuel pump relay and one other and cranked the engine, no pressure.
I jumpered the fuel pump relay and cranked the engine, no pressure,, and if i depress the schrader valve, no fuel spray. i measured ~12V at the pump plug, so it should be getting power.
So everything i see points to the pump failing.
Anything else it could be? Fuel filter fully clogged? Regulator failure?
Thanks for any pointers, new pump and filter are on the way, and i have the pdf from avt007.

I disconnected the parking brake line. That gave me enough room to get to the right (USA passenger) side connector, After thinking about it and wiggling the line, i removed it.
Problem now, it is leaking fuel. I tried to get a hose into the tank to drain it, but i could not get it past the weld from the filler neck to the tank.
Is there a trick for that?

The tank is about 1/4 full. After i disconnect the supply line from the tank I think i will pull it out, roll the tank rearward, that should stop the flow out the return line. Then i can siphon out what is in there.
Yesterday i tried to pull the supply line, but like the return line, the disconnect tool is hard to get in there.
thanks for all the help.

Okay, i cut a sponge, and glued it to the tank, it looks so ghetto...... tank is in. I will have to wait for tomorrow to get enough strength to push the fuel lines into the tank.
Some notes for anyone who follows:
I read the write up by avt007, which helped a lot. Mine is a 99 NA so there is only one pump to fish out, and i did this on stands lying on the ground. The rear wheels are about 5 inches off the ground with a wood 4x4 under them.
The drain line from the filler in my car went through a foam block between the trunk and the lower pan, i doubt i will be able to get it back, so that will be lost forever.
I did not have to remove the trunk lid supports, but be careful pulling the tank out, there is wiring on the right side that the tank flanges will catch. Dont force it out, if it is not moving it is probably caught on something.
i disconnected the handbrake cable first, then started to remove the driveshaft bolts. I stopped after one and found i could reach up to the fuel line fitting with the driveshaft in place so did not remove the driveshaft.
I was successful pushing the tool in by pushing first with one finger on either side of the gap then pushing from there around to the other side.
My tank has the blue plastic top with three hoses. After removing the clamping ring, i pulled the small hose off the metal pipe, that gave enough slack to pull the two that are parallel of the pipes. When you tighten if back up, there is a half moon key in the lid that matches one on the tank. Make sure that is aligned, as you tighten the ring, the lid can slip and will ride up over the key in the tank. That will result in a bad seal......

We have ignition, now i have to button everything back up.
A question for routing the wiring harness. After it passes through/around the filler neck, there is a plastic barbed holder in the vicinity of the fuel lid latch.
What hole is that barb supposed to go into? The people before me failed to attach it. Anyone have a pic of that area?
Thanks!
