The wiring may be where the issue lies but you may just have to do a "hard reset".
When my 99 showed up there were a few things that didn't work (several of the windows if memory serves) and I thought it was something I'd done since the first thing I tackled was a broken door release cable.
I thought I'd made a mistake when reconnecting the switches when I put the door panel back in place.
Nope, the hard reset (you can look it up but it's just disconnecting the positive terminal form the battery and holding that to the negative post of the battery) was what fixed it.
I'm not sure but the explanation for why this works is it bleeds any charge that might be sitting on a capacitor in the system.
You may still need to dive in and look at wires but I'd try this first.
There's plenty of posts here regarding what this helped with.
