How to adjust (raise) front bumper

I recently bought an XJ8 that had a slight front end collision. The hood and front bumper were removed. I'm in process of re-installing, but having trouble with alignment.
After installing the bumper, it appears it is about a half inch low in the front (it lines up with the fender in the rear, but hangs a little low, leaving more than a half inch between the grill and the bumper. Can this be adjusted?
There are two verical bolts (under the bumper chrome) that hold the font bumper to the two shocks (that bolt to the frame). Is this where the adjustment needs to be made? Does the bumper have to be removed or can it be adjusted while on car.
