Check the engine wiring loom for rodent damage as I've seen this happen before. If wires are broken, there is a CAN-BUS fault and the starter will not engage. Another situation could be PATS (Passive Anti-Theft System) problem not allowing the starter to spin.
It may be best to have the vehicle removed to a main dealer or Jaguar specialist for diagnosis.
