Key will not program/No crank

We have a 1999 Jag XJR that will not crank or program a key. The car was supplied with two new keys and they would not program so we had another key cut and it will not program either.
We tested the transponder,Key ring/reader exciter coil, amplifier,Security module.Still no keys will program. We are in need of some tips or tricks to help us along with this beast.

We have outside shops that prgramme keys using Autologic. Keys for 98-2003 have been known to have bad chip. I would return them and get them recut. Also who cut them? Dealer or somewhere else. Look furthest end away from key blade and see if there is a raised spot. That is the chip. If not there, that would be your problem. And just a further note, you can indeed programme remotes for all jags except S-Type or new X150 without trip to dealer and with no tools. All done thru ignition barrel and light flash sequencing.
