If you have a key to copy you can follow my steps. I picked up 2 blanks on ebay for $20. A local locksmith that I found on the web cut one of the blanks for $25. The local Jaguar dealer coded the key for $45. The dealer needed my registration and title and used the VIN to code the new key. That was the cheapest option I came up with. I have heard of locksmiths who can do the whole job but couldn't find one in my area. Good luck.

I too have read reports of owners finding a local locksmith who successfully added keys. In my area I could only find one locksmith who had the tools and ability to do the work, but they would not do it because they have had instances in the past where things went wrong and the car then had to be towed to the local Jag dealership.......which in my case is 160 miles away! So be aware that there is a risk with having a local locksmith attempt the job. The Jag dealership is, I've heard, expensive, but you are guaranteed that the job will be right.

A cheap (and safe) way to make another key is to have your original key cloned. Some locksmiths sell/cut key blanks which have blank transponders. They would also have a small gadget which can copy the transponder in your original key onto the new blank. All you need to do is just bring your original key.
