no dashboard power

First off I want to say thanks so much for this forum. I just bought a 2000 xj8 4.0 about 3 months ago. Perfect interior, perfect exterior, drive train pretty good. I had the infamous hose blow out under the intake manifold and never would have known where it was or how to fix it without all the info from this forum. I never worked on a jag and finished the job in less than a day. Ya, I was a bit proud of myself. Here's my next problem to fix. The dash doesn't work. Teach,Speedo,all gauges, radio,odometer etc. The ac works but no heat. Windows locks,lights etc work fine. I'm guessing that maybe one of the computers is unplugged and looking for some help from anyone here . Also I had a key made but can't sync up to computer. I think it was disconnected so the odometer wouldn't work. I am totally new to jags, always wanted one and now I have one with all the problems that go with it. I still love it.thanks for your help. Look at Fuse #18 (5 amp fuse for the Instrument Cluster circuit) in the Rear Compartment Fuse box –Left-hand Heelboard.

Here is the information on the Rear Compartment Fuse boxes per the 2000 Jaguar XJ Vehicle Care Handbook:
Rear Passenger Compartment Fuse Boxes
Two fuse boxes are located behind the right-hand and left-hand side heelboard trim panels below the rear seat.
To detach the heelboard trim panel, turn the fastener 90 degrees and pull the heelboard panel forwards.
Long wheelbase vehicles with electrically operated rear seats have a captive heelboard which hinges upwards, after loosening the fastener, for access to the fuses.
To refit the heelboard trim panel, first insert the top of the panel under the seat pan and push the bottom of the panel until it is correctly located. Fit the securing fastener.
