Only tail lights and front driving lights not working, fuses good.

2002 XJR, 140k miles
So I get the "check lights" or whatever error it is coming home for work today. I've had it pop up a few times before, but hitting the brake pedal made it go away. Not so today.
I get home and check the lights. Everything works on the car except the tail lights and the little driving lights inside the high beam housings. Fogs, high and low beams, marker lights, brake lights, 3rd brake light, interior lights, turn signals, horn, all work.
I checked the fuses inside forward of the rear seat. Fuses 5 and 7 and 3. All are OK.
I'd really appreciate some help figuring out what is going on. Thanks in advance for anything to check.
Oh, I remembered something else. I got pulled over a couple months ago for no brake lights. Except it wasn't no brake lights. It was the lower brake lights stuck on. 3rd brake light was still working though. By the time I got home it had fixed itself and not happened since (that I know of....).

It could be the SLCM (Security and Locking Control Module) may have started to fail and need some solder repair.

One other thing that thread reminded me of is that my reverse sensors have always been flaky and worked intermittently......
What are the odds that I could just tie the tail lights into the license plate circuit so they come on with the plate lights. I could wire up a relay easily, if required. And tie the brake lights to the 3rd brake light. Nothing else seems to be acting up "for now". Famous last words....
