Default Radiator fans

Hi, Guys (Gals)
Top radiator fan comes on high speed. Bottom fan not at all. Looking for relays, cant find them. Shop manual sez on lt fnt near radiator support. LIES! Or i'm hard of seeing. Also....temp guage didn't go over mid range when ovrheated. Sending unit seems to b ok. How do I chk it?
Any othr suggestions as to prob/cause will be appreciated.

The fans run in series on low and parallel on high. If your lower fan is inop then the upper fan is forced to run on high when it runs because the circuit is broken for the low speed. The radiator fan control module (relay assy under the left headlamp in the lower bumper cover) is probably not at fault so finding it will not help you with your diagnosis. The fan might have failed and/or the fuse in the panel is OPEN CIRCUIT. Power the fan directly to see if is operational. If not then replace it and go on from there!!!!!!!!!!

If need be, we designed a kit for single fan replacement instead of purchasing the whole unit with shroud and both fans. See below:
