Mine being an ROW model does.
The main fuse information and what they cover should be in one of the eight vehicle hand books.

First fuse to check is F9 10A in the left hand side heel board, that supplies the unit.
Next, F9 10A in the trunk fuse box, that supplies the aerial motor.
Last, F3 5A in the trunk fuse box, that is the ignition switched supply.
US variants do not normally have a radio code so if the above doesn't solve the problem, a simple call to Jaguar with your VIN will tell you if you need one or not.
