The mirror is detached by sliding it DOWN, parallel to the windscreen. It has a clip inside which is supposed to hold it in position when installed (by sliding it UP). It seems that, on your car, the clip was broken (or became loose) and could not hold the mirror in place so the solution was to drill and install the two screws to prevent the mirror from sliding down and falling off. If you undo the screws, you will probably be able to detach the mirror and see what the problem is inside.

The mirror in my daughter’s 98’ XJR was wobbly. All I had to do was remove it by sliding it downwards (as mentioned earlier) at the same angle as the windshield. Turn the mirror assembly over and see if that Torx 20,25 or 30 (can’t remember the size) just needs tightened up. That’s all I had to do to stop it from wobbling around.
There is also a roundish black plastic cover that’s supposed to go over that area where those screws are at.
