Remote not working - Ignition key flap

I have read several threads, and my previous Jag (99 XJR) had this problem as well. In this Jag (03 XJR), the remote is not working, there is a chime when I open the driver's door, and neither the remote or pushing down the lock button will lock the car. The only way to lock it is with the key in the drivers door lock. It appears the car thinks the key is still in the ignition. I did notice the flap wasn't closing, and I did get that to close, but I still have the problem
In my other Jag, I was able to give the ignition switch a "flick" and it sounded like something popped out and all would be fine. I don't seem to be getting the same popout noise with this one. I have tried lubricant and wiggling the key, and pulling the key in and out, but to no avail.
Does anyone have any other ideas? If I need to get the ignition switch replaced, anyone have any ideas on the cost? Would I need to replace my keys?
