Welcome Carolyn, depending on your financial situation and upholstery skills the most prominent way to resolve this is to see and upholstery shop. At minimum get a quote, other than that, if you are skilled enough, check out some online videos of headliner repair/replacement. At least you'll know what is needed and understand why the upholsterer is charging what they are charging. Also, if you haven't done it already, put another post in the Regional section for where you live, the more eyes the better chance for local assistance.
