Steering wheel noise?

I've been suffering from a steering wheel noise for a while now on my XJ X308 from 2000. I'm not 100% sure if this is the standard squeak noise people refer to which is fixed by the fluid addition fix, or something else. It almost sounds like something is physically rubbing against something.
I've had the noise disappear exactly two times: one was during on the way back from a hour long trip, so the car was nice and warmed up. The other time was just randomly after a cold start without anything special. However both times it came back within a short period and seems to be here to say.
I've attached a sound file that pretty much captures the noise at it worst. My main question is whether this is the regular squeaking people refer to that's solved by the fluid fix or something else. I'm perfectly willing to throw money after this issue, I'd just like to know where to look.

Have you checked the fluid level in your power steering reservoir? If not and it’s low, top it off and see if the noise disappears. If it is low, the next step is figuring out why. Suspects include the high pressure hose, the pump itself or the rack.) I am not one of the usual Jag experts on this list, but I’ve had hose, rack and pump leaks before. In fact, I just had to have the hose and pump replaced a few months back because of leaks in both. A little experience and exploration goes a long way.
