I've always had a zip tie on mine, its not on tightly, but lightly snug. That helps drive cool air across the oil pan and motor to pass hot air out the back.
For that vent tube, auto makers find all sorts of little areas to provide cooling to components. Its when someone thinks their not important, ..removes it/them and the car starts acting funny. Its amazing how something so simple can be so important.

I don't think I had ever noticed them, not until I saw your picture on your "oil pan gasket " thread, it was only then that I took a look at mine and noticed the two holes.
I wonder that too, anyone here know what originally went through those two holes?????
