Default Throttle body whining noise & P0121

Hi,
I'm on a roll, because I managed a DIY fix on my ABS module today.

Next up is the intermittent limp-home which fires up P0121 - so something to do with the TPS.
I disconnected the accelerator cable and with the air intake pipe disconnected, switched on the ignition (not the engine).
Then when I manually rotate the cable cam I can see the butterfly valve following my movement - this all seems OK.
However, the whole thing is making a fairly significant whining noise, which I would describe as being like a servo motor very quickly oscillating around the position it is trying to achieve. It does it at all positions of the butterfly, and if you mechanically dampen it (i.e. stick your finger on the butterfly) it doesn't seem to make any difference.
I guess my first question is - is this noise normal, or should the module be pretty much silent in operation?
Second question is, can the position sensors be sourced easily? My car has already had the mod to replace the contacts in the connector with the gold pins, so I guess if there is still a problem it could well be the pot itself.
