Why does steering wheel jump over small bumps?

I can feel even small bumps in the steering wheel... it jumps (turns) a tiny bit when I go over them.
Possibly related, it seems like the steering wheel doesn't return by itself as well as it should, after U-turns, for example.
Car has new front shocks. I know I need front lower control arm bushings. I'm going to replace the entire arms, ball joints included. Could this alone cause these things?
Also... does anyone have experience with the brand Pendle Polymer from the UK? Decent or not?

Once you've refurbished the front end, it's time to get the geometry done. After I rebuilt mine I had it done at a local bodyshop with 4 wheel laser alignment. It's a revelation once back to factory settings, first left hand corner pulling out of a junction I tested the centering and the wheel spun through my hand and straightened up like it should.
I think Pendle are oem suppliers to Jag/Land Rover and Aston Martin. Why do you ask?
