XE 12 volt plug cover is stuck

I pulled on this thing as hard as I dared and tried to work at it with some needle nose pliers. It doesn't seem to unscrew or turn it all. Anyone have any idea what to do or what I'm missing?

This is the 98’-03’ X308 section. You need the X350/358 section. However, I’d use a flathead screwdriver to pry on the sides of that cap.
