the car ran for a year or so, I installed the pressure gauge to know what kind of pressure the car had with 198K, what is the cel and the fuel pump is running, i jumpered the relay

CEL is the Check Engine Light. If on the codes will point to the problem. Even if not on reading any stored codes might help.
Oil pressure will be very low, maybe just a few psi, under starter rotation. Perhaps the non start is a separate problem from the oil pressure.

Well, AFAIK the low oil pressure will not prevent a start, so I wonder about the jumpered relay and so on. And I bet there would be some documentation if there WAS a oil interlock!
And, why no fuel pump running? Maybe a security issue? Does the tach move up to 200 - 300 rpm while cranking? And, test point is right of course, checking for CEL/ codes is usually the most productive direction in troubleshooting.
