To clean ACC sensors I normally vacuumed the grill off -- with a brush attached to my vacuum and then use the hose w/o the brush to clean out the sensors - I keep my finger in the way so that the full force of my vacuum is not sucking on the sensor and tube to the climate control. Normally what happens is dust clogs the intake and slows the flow into the sensor.
I believe the Jaguar AAC works in the conventional way -- putting the system on "HI" will tell the ACC system to move to maximum heat - so if you are not getting heat on "HI" then it is not the temperature controls.
I would place the ACC on "HI" and see if all the hoses get hot:
