***Fog Light where none existed?

Hey guys, got a question I could not find the answer for in a search.
I have a 1992 XJ Sovereign that came with fog lights and has the button on control panel by the steering wheel. The fog lights are also intact under the front bumper.
I am interested in buying a 1990 Sovereign that has less miles than mine but it doesnt seem to have fog lights or the button (Its a blank).
Does anyone know if swapping my fog light switch from the 1992 to the 1990 is possible and what is involved?
Is the wiring for the fog lights present in the 1990 despite not coming with it and just requires me putting the fog lights in?
Thanks in advance fellas!

There was a major electrical change in 1992.
Earlier cars like the 1990 had the battery in the engine bay.
Post 1992 the battery is in the trunk.
If both cars have the battery in the engine bay there is a probability that fog light wiring exists in the early car.
If your 1992 car has the battery in the trunk, then forget it.
