I would check the cable first,then the butterfly in the throttle body, the mechenism , and the gas pedal.

Welcome to the forum.

as per Lumppy, check for obvious sticking of otherwise moving parts.

Although if what you are saying is that it has high idle on startup without you touching the pedal then that might be a cleaning issue.

Others will add.

The car is literally low mileage and my vote is for dirty throttle body . Later XJ40s are better but your sounds a good deal to me
