Evidently yes, as the one you received did not have the cable attached.
Your outdoor handles are a bit more of a problem, because the pot metal tang breaks off.
However with a bit of ingenuity you can remove the fixing pivot rivet and swap right to left. (The moving bit). But you will then need to have a method of replacing the pivot rivet.
Smooth shanked bolt + bearing washers seem to work, with a small lock nut. To prevent things tightening up.
Hardly a Jaguar solution, In know, more Heath Robinson, but I don't have the tool for making a pivot rivet.
Sadly I no longer have that car so can't take a pic.
Remove the door handle and look at it, you will hopefully see what I mean.

Outer door handles are available through Vintage Jag Works.
They are about half the cost of standard replacement handles and have been redesigned to help eliminate the problem of the broken pot metal innards.
Other Parts
First one was about a 2 hour install, second one in less than half that time.
