Cold air blowing on legs - Xj40

Probably an odd question, but where is this blowing coming from?
Is it coming right from "down under" where the pedals are?
Just because mine blows cold air too, and I have noticed its from the steering column hole (under the steering wheel) and I am going to get to the bottom of it one day I hope, but its at the end of my importance list ATM lol!!
I only really noticed it as the weather got colder, and even then its not EVERY day, so I wonder if it depends on wind direction and cold wind from outside being blown in from side vents...? Just ideas... *shrugs*

Remove the RH center console panel. At the top you will see two servo motors that control the flaps. Wrap on them with the handle of a screw driver and see if they move. If not, you may be looking at a vacuum problem on an ECU problem.

Ahh thank you! I doubt it is anything too serious either, hence being at the bottom of my to do list (but I did first check for a gaping hole created by rust in the bulkhead! You know what these 40s are like!!)
