Does this picture look correct? 89 XJ6 VDP

Working through some bugs on the car. I found a vacuum line under the hood that lead into the cabin and disappeared behind the center console Heat/AC Control panel. This red vacuum line attached to nothing in the engine compartment. However it was hanging loosely over what I believe is the Heater Valve.
Two Questions:
1. Is the object in the picture the Heater Valve?
2. Should a vacuum line be connected to the Heater Valve? (it appears to have a vacuum port).

That orange line is supposed to be connected to the heater valve. Your pic looks like a non-OEM type. Take a look around the top perimeter of that valve for a connection point for the orange line. If there isn't, then it's definitely not OEM and is probably not functioning correctly as well. Mine on my car is missing completely, removed from the previous owner. The best method to get around this is to have a cut off valve installed in place of the heater valve. This way you can open it for extra heating for the winter and close it for the summer to keep the A/C running cooler.
I've blanked off my orange line and will some day add a valve in place of the straight hose presently in place where the heater valve used to be.
