The fuel filler doors are real problems on the earlier XJ40s as well.In order to get itopen , just push down the lowest side on the flap to the left tail lights ,it should pop open .If not, openthe trunk ,go to the left side and lower thetrunk linings .Look at around the left trunk hidges there should be a tiny white switch .Just push it that's another trick to open it .
Late model XJ40's fuel filler doors are more reliable .You can easily open them by just pushing up even w/ your little finger

'91 doesn't have the early solenoid release latch for opening. I believe '90 and '91 have the remote release handle and cable set up, deleted in '92. You can still open yours manually inside the trunk, and probably find that the clip for the release cable is broken at that end.
