Harmonic Balancer/Pulley Holding Tool

I replaced the Harmonic Balancer on my '90 Majestic today. Not difficult and I've replaced them on other cars in the past.
I bought a used balancer and asked Dale Mfg. to rebuild it. Dale did a fantastic job on the rebuild.
Now I have to torque the bolt on my new balancer to spec. for which I am prepared to make a holding tool for the pulley for the torque to spec.
Or how about Locktite Blue to secure that bolt?
Any thoughts?

Jam the long arm of the tool against the garage floor, thread details sizes below PIC . no need for locktite, it won't spin off.

The job is complete, no difficulties, straight forward and necessary. My car runs better, no longer any "strange noises" and no screatching and searching/rising/falling idle on start up.
The NOS accumulator JLM1907 of ATE manufacture is junk. I have another on order.
Dale Manufacturing did an excellent rebuild on my replacement HB.

The NOS accumulator JLM1907 of ATE manufacture is junk. I have another on order, I have no shipping date from my supplier.
At this point in time I am inclined to cancel this order, pay the loot$$ and buy another I can install soon.
Moreover, I am researching converting my ABS to an up to date ABS and my preference eliminating entirely and replacing with a good old vacuum booster system.
In the 33 years or so since ABS was introduced, I have NEVER actuated it ONCE. So the simplicity of the vacuum booster is highly attractive.
Any thoughts?
