so the rpms are supposed to be high at first and then bleed off? kind of like a choke or fast idle that doesnt last very long?

Yes it's quite normal for a cold start. The tach should be at about 1000rpm for a few seconds then it will slowly reduce down to normal idle speed.

If you have disconnected then reconnected the battery, when you restart the car it will probably idle much higher (1200-1500rpm) for a few seconds and then begin to come down. This is because any stored position values will have been erased from the ECU's RAM.
