recirc flap problem

recirc flap problem
First, sorry to post if it's already covered.
But I have been searching and scouring and haven't found an answer. On the right hand blower, the fresh air flap keeps closing slowly, so I can't get fresh air in.
I checked the vacuum and all seems to be correct there. When you push recirc button, it has suction and quickly closes flap. (or opens if you are looking at it) Fresh air no longer allowed in. Turn recirc button off, it stays closed.
I turned it off and let it open on its own and then restarted car, turned on a/c and see that it creeps closed after a few seconds. Takes it about a minute until it is completely closed.
As I said, it SEEMS that the controls are functioning properly and administering correct vacuum, so is it the actuator or whatever with the rod attached to flap that is bad? Or something else.
I'm kind of stumped as to how far to go without some advice.
Anyone have this happen? Any help, as always, is GREATLY appreciated!!
