More than likely, yes.
Or possibly no as it all depends on what they did at the workshop and the condition of the cable.
The cable does have a habit of deteriorating over time as it tends to rub on the sub frame so it is possible that either the cable was damaged previously or perhaps upon reinstalling the diff the mechanic simply forgot to reattach it.
As you had a workshop do the work I would be inclined to take it back, explain it politely, and request to have them rectify your speedo.
