The master lock-out is only two position. It's function is to make/break the ground path to the power window relay.
Assuming the lock out switch isn't faulty the relay is the most likely culprit given the scenario described. If you have a test meter or test light there are some easy checks to make.
The relay is at the extreme right end of the dashboard, outboard of the right side of the glove box. It's a generic 4-pin accessory realy with the usual 30/85/86/87 terminal designations.
