well now I know. Was trying to figure out the same and gave up trying. I have a nice but dirty 1963 S type heater case and wanted it like new but that rod and flap stopped me. Trying to remove the matrix also put a stop to the cleanup blasting job. Not to mention the gaskets which need replacing.

How do you know its clogged could it be the water control not opening
its on the bulkhead
try this find the 2 hoses that go to the heater corer and nothing else
put a hose pipe on one of them and turn the hose on gently water should start to trickle out
if it dose turn the tap a bit more level to run for 10 minuets
then do the same thine the other way round
