'86 XJ 6 Fuel Pump Update
Latest: I reviewed the Fuel System troubleshooting document found elsewhere on this Forum (very well-written and useful) then removed the fuel-pump relay. Terminals seemed OK, so I cleaned them up.
I ran a temp wire from the pos battery post to the pos post on the fuel pump and ... crickets. I checked the ground for the pump: it Ohmed perfect, plus upon removing the bolt I found no corrosion. A Pierberg fuel pump is on order.
Meanwhile: previously I found +8.8 Volts at the fuel pump terminals with the key switch on Crank and the transmission selector in reverse. It is possible there is another problem causing this to be less than 12V, but I originally attributed it to the fuel pump being in the circuit and possibly faulty. Ohm-meter test reveals an internal short in the pump. If this becomes a problem, I will go to the diode pack as it can cause low output voltage if faulty. I could also remove the pos wire from the pump and test across it, maybe later.

I assumed that's what you have done when you reported 8.8v a couple days ago.
Yes, remove the "+" wire from the pump and measure voltage on that wire. You should, and probably will, see +/- 12v.
The internal fault in the pump is pulling the voltage down
