Control Panel doesn't work

Hello!
I just got an '89 XJ6, runs well, starts with no problem...it's just that the control panel doesn't work, and the previous owner didn't know why. Also, the power brakes don't work because the receptacle for the fluid (some type of mineral oil) leaks it all out, so I drive without them. However, I'd really like to learn how I can get the control panel fixed as I'm not able to see whether or not I have enough fuel, so must put gas in it every few days. I asked a few mechanics but they don't know how to fix a Jag, so am asking here - since I know the local Jag dealer will charge me an arm & leg, which I can't afford at this time...
