Electrical connects to Bi-metal stabiliser

Electrical connects to Bi-metal stabiliser
Please tell me what this is? A blue plastic drum with a black ground (earth) wires from each end. It connects to the same connectors as the Bi-metal stabiliser (in U.S. is spelled stabilizer) to the two green power input wires. Ohm meter registers no continuity. I suppose it is a fuse or type of circuit breaker. The stabilizer is suppose to reduce the 12 volt from the battery to 10 volts for the gauges on the instrument panel. The other end of the stabilizer is a Light Green/Black wire. A little help? I'm trying to restore a 1974 Jaguar XJ12. Love this site, last time ran into a guy who was wonderful helping me with the AC. I've been trying to tell him THANKS!
Is like a fuse, circuit breaker or some reducer. Does not show any continuity with Ohm. What should this read?

If it's a foil capacitor (compatible with the age of these cars) it will show open because there's an insulator between 2 sheets of foil, one wire connects to each sheet.
I think there's a voltage regulator somewhere behind there that works with points (DOT had one); when voltage gets just right they open to prevent frying meters, and when voltage is low enough the points close again so they're constantly vibrating. Without the spark suppressor (capacitor) the points would eventually burn and/or weld themselves together -- or so it was explained to me when I was a wee lass.
