fuel caps water drain hole

I usually never leave my S3 under the rain, I always have a 7 layer cover on it, but today I could not avoid the rain. I had to use my S3 because my X300 abandoned me with a faulty spark plug coil.
So I ran a lawn trencher wire into the hole down the pipe just in case it may rain too much tonight. After about 3 feet I could not push the wire further like if there is something obstructing. This on both sides. I do not know if this is normal maybe the channel becomes thinner or it may be clogged ?
On my X300 the write easily goes down until it touch the ground under the car.

Take a tall glass of water and slowly pour it into the cavity. If the drain is clear you'll hear water hitting the ground in about 3 seconds.
