Not directly. The illustration was very helpful. I thought the part was a different one entirely!
Seems like a "normal" hex head fastener. So three things come to mind.
1. A PO used an "odd" bolt there. Metric??
2. A PO rounded the head of the fastener badly. I have a socket with "fingers" in it ala Chinese finger puzzle to grip odd bolts.
3. It is just grimy there holding off the socket from seating.
A fresh try works so many times....

Welcome!
I've found that leaving an issue for a night then returning for a fresh start works !
Add some antiseize after cleaning up the bolt. Even though the next time may be a long way off, if ever.
It worked on the Air cleaner refreshment issue on my Super Tomahawk chipper. The part I thought I lost never existed. I was "looking" at it upside down, literaly!!!
