First, is there power on the high beam wire at the bulb base? If yes, then you have a bad bulb base, replace the base. If no, then remove the high beam bulb and pull the fuse for that high beam. Now, using a multimeter, do you have power on one side of the fuse holder and not the other when attempting to turn on the high beams. If no power on either side, you have a wiring problem inside the cab of the car (don't have the diagrams or I would take it further). If you have power on 1 side (shouldn't have power on both sides), then your problem is in the engine bay of the car. Unfortunately, this is most likely going to require replacing the whole wire run from the fuse box to the headlight switch to eliminate the problem.
