Steering rack bellows

The larger end is "normal" to have a clamp of sorts, the smaller end is usually unclamped.
The smaller end is usually clamped to stop the oil running out, coz the rack is leaking and the car is for sale, or needs rego testing where oil leaks means a FAIL, so a clamp here stops the leak for a small time. Seen it many, many times.
If yours is NOT leaking, leave it unclamped. This also prevents bellows "wind up" caused when wheel align people turn the rods for setting purposes and dont worry about destroying the bellows, brain dead in my opinion.

If grease from the RH bellows, it has been OVER GREASED, through the nipple on the underside of the rack, quite common, and generally does NOT cause issues, although some have reported issues with the practice. A couple of pumps per year is all that is required at this grease point.
If the grease is from the LH side, you may have issues, that is IF it is grease, and not just "gluggy" fluid/dust stuff.
Replace them, and change the fluid with "Power Steer Fluid", and enjoy.
