Is your car a Series 3 XJ (1979½ to 1987 XJ body style??)
to replace the blower case vacuum actuator the blower case itself has to be removed, a very difficult job which entails removing many many parts including the front seat if you want it done right.
how do you know the actuator is bad? those rarely go bad, have you confirmed the actuator is connected to the Blue vacuum tubing? (the dash cap needs to be removed to verify the tubing connections from the actuator to the other connections).

No my is a 1976 and you are right. I had lots of fun... but I did it without problems. I didn't had to remove anything. Just brake lose the fan nuts, move the fusebox to one side and remove the air puller handle. With an inspection mirror you can see the end of the internal linkage for the bottom door of the air box. You just need to pop the clip fasteners out. The when the door is fully open, you can see the linkage for the vacuum actuator. There is a spring in your way, then brake lose the actuator adjuster and remove the two phillip screws that hold the vacuum actuator case. (You need a 90 degree ratchet with a PH2 adapter). Then when all is lose you can just move the fan case and the actuator goes out. No hammers, no scratches... It took me more than an hour but it was very fun, lol.
Here the pictures of the test. Then I open the unit. you can see the hole at the diaphragm. Tonight I went to my local parts store and we open at least 30 boxes to find a similar unit. The 2000 corvette has a very similar one. I've just bought it 25$. We will see how it ends.
