Wavy washer question

When I dropped my rack recently I tried to see all the washers and shims that flew everywhere...but anyone know where this wavy washer in the center of my picture belings??

Looks like the wavy washer that is under the chrome "dust cap" that slips over the pinion shaft before the lower steering shaft joint is connected.
