A 95 has the outboard brakes, and there is a small drum brake inside the disk for the parking brake. It takes trial and error to get the diameter of the shoes adjusted so the brake holds the car, yet doesn't drag when the brake is off. It's adjusted like any other drum brake, with the adjusting link between the shoes.
You'll have to remove the disk brake caliper and mounting bracket, then pull off the disk and the shoes are visible.

The handbrake should be self-adjusting with a ratchet adjuster sitting between the shoes.
If you think the adjuster isn't working You can access the adjuster without removing the caliper and disc.
There is an access hole in the disc / drum. Jack up the rear of the car and remove the wheels. Rotate the wheels so that the access hole is roughly at the 6 0'clock position. With a torch, you can then see the adjuster. The disc/drum should just rotate freely with the brake off. Use a screwdriver or similar to rotate the adjuster until the disc / drum can not rotate and then just back it off slightly until the disc /drum is just free. Do the same with the other side. Check that the handbrake engages with just 2 clicks and also releases such that the drum frees.
