Hi Andy
That is the Fuel Level Sender to tell you how much Gas you have left in the Tank
And Yes you can take it out by tapping the locking ring round with a rubber hammer and a piece of Wood, to avoid any possible Sparks
Unless you can borrow the Special Tool to do this, which almost every Shop would have for doing this kind of a job
Though you need to make sure that the Gas in the Fuel Tank has been drained out beforehand or you will have Petrol gushing out of that hole into the Boot/Trunk
Be extremely Careful, when you take it out, as if you happen to bend the wire probe, then you could get a false reading when you put it back

The Pump sits in a round 'Coffer Dam' and doesn't touch the bottom of the Tank, so 'may' not be affected by the 'goo' you found
I can see what looks like 'Pin Holes' in the Tank in your Photos, so maybe the P.O. had some sealant put in the Tank at sometime in the past
So now its really your Call to decide how far you want to go, with things like Cleaning the Tank and Replacing the Fuel Pump

Fuel filter head all gas in it but it’s real clean inside. Looks almost new but I know it has not been changed since we got it so unless it was changed right before parking seems OK. I’m going to disconnect the fuel line from underneath the hood and take low-pressure air and some solvent and blow backwards through the line the fuel filter is off by the way. Also I would like to clean her check the fuel injectors but am unsure how to do it.

the engine cranks but rpm stays below 0. How do I jump the relay to make sure it’s not the pump, and I read where you suggest to another person about the tps. I downloaded a book that was mentioned on a previous page and have found the pulp relay, but I am not sure how to jump it.

Correct, but just check the earth side (ground) is Ok, by running a dedicated earth wire from the pump and retesting, before pulling the tank.

I never mentioned the TPS (Throttle Position Sensor) AFAIK maybe there was a typo?
But if you Crank the Engine and the Tacho needle doesn't move, then it could be the CPS (Crank Position Sensor) which is not the same thing
CPS (Crank Position Sensor) is a very common cause of 'No Start' on these 6cyl Cars although if the pump isn't running with 12 volts connected direct
Then it could be the Pump but do what 'Greg' suggested before you start pulling the Tank out, as otherwise that's going to be a lot of hard work for nothing

I did as you said and the pump did not start or make any sounds. Also I found a switch on the column on the passenger side that is a toggle on off switch. Looks factory but o cannot figure out what it does.
